I have a Prophecies-Only Account and have noticed at the Priest of Balthazar that all of the Inscriptions are unlocked. Was just wondering if this is normal.

Yes, Inscriptions are not linked to any one chapter.

Well in the case of PvE inscription weapons and armour only exist in Nightfall and the Hall of Heros.

But in PvP all weapons and armour are inscription type, thus the reason they are unlocked.
